It would mostly be all the contractor and subcontractor costs. I'd say they need at least a couple of electricians, which are usually unionized and charge plenty (I have no issues with unions, it just costs more). The plumbers, because you can't hack into a wall without hitting a water pipe. Then the HVAC people, who have different sub specialties. Then the people who do the cement/wood/boarding. Not including the inspectors...
