The backers will probably be making proprietary implementations with ME-style backdoors.


No doubt some of the bigger ones probably will. When it's BSD (not bound by restrictive commercial licensing agreements) though, it massively lowers the barriers to entry for manufacturers who will offer security.

Anyway, here's an entirely open source one you can inspect: http://www.lowrisc.org/. Put it on an FPGA if you want.
